Police stops: driving vs. walking

Stopped while driving
Drivers may need to produce a license, registration, and insurance information. That is different from answering investigative questions. Keep your movements calm and explain before reaching for documents.
Stopped while walking
Ask whether you are free to leave. Identification duties can depend on state law and the basis for the stop. Do not assume that every pedestrian must carry identification or that every request for a name can be refused.
Asked for permission to search
You may say that you do not consent. A search might still proceed on another legal basis. Do not physically resist; discuss a disputed search with an attorney afterward.
